Harvard Report on Housing Affordability Challenges

Housing affordability remains one of the biggest challenges facing Americans as economic uncertainty, elevated housing costs, and slowing demand reshape the market, according to Harvard University's Joint Center for Housing Studies (JCHS).

Although housing shortages remain a long-term concern, the report notes that buyer demand has weakened, leaving new home inventory at its highest level since 2009. Slower job growth, rising unemployment, and ongoing economic uncertainty are discouraging households from making major financial commitments, including purchasing a home.

First-time homebuyers continue to face significant barriers, with entry-level homes in short supply and the median age of first-time buyers reaching a record high. At the same time, rental affordability has deteriorated as construction costs push rents higher and the supply of lower-cost rental units continues to shrink.

The report also highlights growing efforts by federal, state, and local governments to improve affordability through housing policy reforms, tax incentives, and zoning changes. However, researchers emphasize that expanding affordable housing will require stronger public-private collaboration and sustained policy support to meet the needs of lower- and middle-income households.
