A property manager in Delray Beach, Florida, was arrested following an investigation into an alleged rent payment fraud scheme that targeted residents at the Lucaya apartment community, highlighting the importance of financial oversight and transparent property management practices.
According to the Delray Beach Police Department, Jessyka May Hernandez Ortega, 44, allegedly diverted tenants' rent payments and move-in deposits into her personal bank accounts while manipulating leasing records to conceal missing funds. The scheme came to light in May 2025 when the property owner began auditing tenant leases and discovered discrepancies between physical documents and records in its leasing software.
Investigators said several residents presented receipts and money order stubs proving they had paid their rent despite being listed as delinquent. Authorities allege that Hernandez Ortega exploited residents who spoke limited English, using blank money orders and falsified records to facilitate the scheme. She also allegedly collected payments for services that were never provided, including renter's insurance.
Bank records reportedly showed 764 money orders totaling $284,020 deposited into her personal accounts between December 2022 and May 2025. Detectives directly traced $102,827 to stolen tenant payments.
The case underscores the risks property owners face when financial controls, payment verification, and resident communication systems are inadequate. For multifamily and rental housing operators, regular audits, clear payment documentation, and accessible reporting channels can help identify discrepancies and protect residents from potential financial misconduct.
The allegations remain subject to the legal process.
