Senate Moves Forward on Bipartisan Housing Affordability Bill

The U.S. Senate is expected to vote this week on an updated version of the bipartisan 21st Century ROAD to Housing Act, a major housing package aimed at addressing affordability challenges and expanding housing supply nationwide.

The revised bill largely mirrors the version passed by the House in May and includes a provision that would limit large institutional investors from purchasing single-family homes. It also restores several Senate-backed initiatives designed to encourage new housing development, expand rental assistance programs, and improve housing opportunities for veterans.

Key provisions include the BUILD NOW Act, which incentivizes local governments to increase housing construction, expansion of the Rental Assistance Demonstration (RAD) program, and a seven-year authorization for the Community Development Block Grant Disaster Recovery (CDBG-DR) program.

The compromise legislation emerged from negotiations between Senate and House lawmakers, with support from the Trump administration. However, some House leaders have raised concerns about certain changes made in the Senate version, leaving questions about final approval.

Housing affordability remains a major issue for American voters, and the bill has received broad bipartisan support. Earlier versions passed the Senate by an 89-10 vote and the House by a 396-13 margin.

If approved, the legislation would mark one of the most significant federal housing policy efforts in recent years, focusing on increasing housing supply, supporting affordable housing programs, and improving access to homeownership.
